Channel went red, no Telegram fired. Rate limits, grace period, throttle.
04 · empty reportPDF not generating
Inspector visit tomorrow, report won't render. Date range, timezone, gaps.
05 · 429Rate limited
Device burst above 60 req / min. Cadence, retry backoff, batching.
